The number is a little amorphous and not too specific — what's more important is how the escape attempts put out the work staff (is damage being done, how messy it is, etc.), and how long they're willing to put up with it. In Luffy's case, it'll probably be a month or so without him giving up before action is taken against him.
First, the boundary for him will be limited. He won't get a few steps past the outside gates before he starts feeling ill and passing out. If he continues to push it, the boundary will start getting smaller and smaller, going from just insides the gates to the full lawn, to half the lawn, all the way to the front door of the manor. If he stops, eventually the noose around his neck will loosen, and he'll slowly gain freedom of movement back in the same way he lost it. If he keeps pushing it, he'll eventually be bound to his room, and ultimately be bedridden, sick from morning to night when a doctor will need to be called. He's a very good doctor, who encourages Luffy to take it easy, and gives him an IV drip to regain some health. Medicine is good for you! Medicine does one (or several) of these things:
1. Extreme arousal. 2. Extreme paranoia. 3. Bad nightmares.
Not enough to dissuade Luffy from leaving? As a last ditch effort, the same doctor will give him a shot in the base of his neck that will provide temporary memory loss to make him behave more appropriately. It won't last for more than a few days at a time, but the more he acts up, the more injections he'll get — and who knows? The next one might be permanent.
You wouldn't want to forget all the friends and crew who rely on you, would you, Luffy? It's better to party hard, enjoy life, and most importantly, stay put.
